My cat needs to have a kidney stone removed. Is this a procedure my general vet can perform, (i.e. is it simple such as a spay/neuter) or do I need to go to a specialist. He is also being tested for the possibility of a liver shunt, which I have read will require a difficult surgery by a specialist.

your general vet should be able to do it. one of the cats at my vets office gets stones regularly she has been opened up 7 times.
It seems your vet should have told you if they could remove it. I’m thinking they can.
